The evolution of our health care system in Canada started before World War II, where health care for the most part was privately delivered and funded. The system evolved over the years to include a universal health care coverage for medically necessary health care services, based on need rather than the ability to pay. This is still true today; however, home and continuing care services are not covered by the Canada Health Act (the Act). The Act establishes criteria and conditions for health insurance plans that must be met by provinces and territories in order for them to receive full federal cash transfers in support of health. Although provinces and territories provide and pay for certain home and continuing care services, regulation of these programs and the range of services provided varies. As a result, Canadians may pay an out-of -pocket fee or pay through their private health plans for services not covered under government benefits. Read more about Canada's Health Care System.
